Update on New RFPs

   The following listing of Requests for Proposals (RFPs) and Requests for Information (RFI) is provided as a partial summary of the myriad opportunities that are available for emergency management related projects and consulting positions.  The list focuses upon those RFPs that are planned for beyond November 1, 2001. It is
both domestic and international in scope. 

·  Crisis Information Management Software Tools (RFI). The Space and Naval Warfare Systems Center (SPAWAR) seeks information regarding commercially produced Crisis Information Management Software (CIMS) products. The intent of this particular RFI is to research software that supports management of crisis event information at the Emergency Operations Center (EOC). CIMS tool availability is envisioned to be adaptable in support of small communities as well as large urban areas. Source: “Commerce Business Daily”, CBDNet, October 11, 2001. 

·  Requests for Research Proposals (FY 2001-2002). Emergency Preparedness Canada has announced an initiative for research proposals that will address knowledge gaps in the areas of emergency preparedness, hazard assessment, disaster prediction, and mitigation of disasters. ·  Portuguese/English Speaking Administrative Services in Cape Verde, West Africa (Announcement and RFP). This is an unusually detailed solicitation that is issued by “GovWorks”, under the authority of the Department of the Interior (DOI), on behalf of the African Development Foundation (ADF). The ADF seeks a contractor to
assist the Director of Programs and Field Operations and the Country Program Officer (CPO) for Cape Verde. The length of the service agreement is three and a half months. Source: “Commerce Business Daily”, CBDNet, October 21, 2001. 

·  CEPPO Analytical and Technical Support (RFP). The Environmental Protection Agency’s (EPA) Office of Solid Waste and Emergency Response (OSWER) have announced a requirement for technical and analytical services in support of the Chemical Emergency Preparedness and Prevention Office (CEPPO). CEPPO has
responsibilities for national preparedness and prevention programs relating to chemical accidents. The agency also provides emergency response to national disasters.  CEPPO is involved with related governmental support programs at the local, state, and federal levels, and for international organizations. The performance period under
this contract will be sixty (60) months. The projected release date for the RFP is December 2001.  Source: “Doing Business with EPA”, Internet World Wide Web Site

·  Chemical Stockpile Emergency Preparedness Program for Persons with Special Needs (Intention of a sole source solicitation to a non-profit organization). The Federal Emergency Management Agency (FEMA) announced its intention of seeking a quotation from the Community Against Pollution (CAP) in Anniston, Alabama for updating and certifying a database of special needs persons in the Anniston, AL area, relative to the Chemical Stockpile Emergency Preparedness Program (CSEPP). It is anticipated that this project will be accomplished with a “small purchase order”. This is an example of a major federal agency addressing specific local issues with a non-government organization (NGO).  Source: “Commerce Business Daily”, CBDNet, October 10, 2001. 

It is interesting to note, that in addition to the published RFPs relating to emergency management projects, there are numerous research grants that have recently been awarded in disaster management. These contracts and grants can be located by accessing the National Hazards Center web site:
