FEMA’s Cora Brown Fund

The Cora Brown fund is an assistance program administered by the FEMA.  Cora C. Brown of Kansas City, Missouri, died in 1977 leaving a portion of her estate to the United States to be used as a special fund solely for the relief of human suffering caused by natural disasters [not caused by or attributed to war].  Disaster victims need not apply for assistance from this fund.  Rather, the FEMA Regional Director, with assistance from other governmental agencies and disaster voluntary agencies, identifies potential recipients.  The funds are used to assist victims/survivors of Presidentially declared major disasters for disaster-related needs that have not or will not be met by governmental agencies or other organizations that have programs to address such needs.  Individuals eligible for assistance under this program include individuals, families and groups in need of (1) Disaster-related home repair and rebuilding; (2) disaster-related unmet needs; and (3) other services which alleviate human suffering and promote the well-being of disaster victims.  In FY2004, $200,000 was obligated to individuals, families or groups under this fund.  No obligations were stated for FY2005, and no estimates have been made for expected obligations in FY2006 though the Congressional Digest estimates that the annual obligations for the entire program are typically less than $225,000.
