EDITOR’S NOTE:  This month’s newsletter includes 500 word abstracts of the class papers prepared by the students in the Fall 2002 class EMSE 232.  A link to the complete paper accompanies each abstract.  The purpose of the class paper was to allow each student to express their understanding of how emergency management has functioned in the past and what new proposals have been made since September 11 that will likely change how emergency management functions in the future.  Each student was required to document past practices and current proposals and analyze both.  Each student was also required to provide their own recommendation(s) supporting their ideas concerning how emergency management should proceed in the future.
