Report on Public Entity Risk Institute (PERI)
and Its Activities

PERI is a not-for-profit, tax-exempt organization operating in the area of disaster and risk management. Common customers of PERI are particularly small public, private nonprofit organizations and businesses. PERI’s goals are to: · Facilitate the development and delivery of education and training on all aspects of risk management for public and private [particularly small nonprofit organizations and businesses] entities. · Serve as a resource center and clearinghouse for risk management, environmental impairment liability, and disaster management. · Operate an innovative, forward-looking grants and research program in risk management, environmental impairment liability, and disaster management. (http://www.riskinstitute.org/about.asp) PERI originated out of a 1995 settlement with the insurance industry. The settlement agreement provided funding for the creation of the Public Risk Database Project (PRDP) and PERI. PERI has invested the settlement funds and uses the investment returns to fund its operations and grant funding. (Gerry Hoetmer, Executive Director of PERI, 2002) A very important service that PERI provides is the Grant Funding for related projects and research. The PERI Board of Directors periodically sets out priority needs that it seeks to address with funding through the Grant and Research Program. Topics with higher priority for the 2002-2003 funding are as follows: · Workers Compensation · Employment Practice Liability · Law Enforcement Liability · Bringing risk management practices to small public, private, and nonprofit organizations that do not have a risk manager. · Responding to the Threat of Terrorism · Energy Liability · Managing Technology Risks The procedure for applying for a Grant Funding is available on PERI website (http://www.riskinstitute.org). The web site of PERI is full of useful information and links to further data and research resources. Especially the clearinghouse is very comprehensive. Using the links, you can access lots of institutions, companies, papers or other risk management related materials. Some of the important activities of PERI in 2002 are: · 08.12.2002: The Nonprofit Computer Assisted Risk Evaluation System (Nonprofit CARESTM), a Web-based tool designed specifically for nonprofits by the Nonprofit Risk Management Center in Washington, DC, is released. The project was funded by PERI. (http://www.nonprofitrisk.org/cares/cares.htm) · 09.06.2002: PERI responded Terrorism Threat Against the United States by publishing related information, resources and papers in their web site. Among those resources are: ‘Local Government Response to Bioterrorist Acts’, ‘Community Response to the Threat of Terrorism: Issues and Ideas Papers Presented During a PERI Internet Symposium – November 2001’. All are available online. (http://www.riskinstitute.org/news_article.asp?article_id=1010) · 10.15.2002: PERI offers Small Entity Scholarship for Public Risk Management Association Conference. 1000$ awards for 60 participants. · 10.30.2002: NEMA Hazard Mitigation Officer Training Course, which is a project that received a grant from PERI, has been completed and published online. · 11.01.2002: A Leadership Forum: ‘Using a Citizen's Review Panel to Monitor Police Activities’ is organized and sponsored by PERI. (http://www.riskinstitute.org/news.asp) In conclusion, PERI fulfils a unique and important role as a non-profit organization. The panels it arranges provide an environment to share expertise, and the grants it provides, support innovation and research in risk management. Therefore PERI activities should be appreciated by the disaster and risk management society. |
