Summary of the
Fire Grants Made to date by FEMA in 2003

of Homeland Security for Emergency Preparedness and Response, announced
another
242 grants to fire departments throughout the U.S.
on November 6, 2003
in
round twenty-one of the 2003 Assistance to Firefighter Grant
Program.
To date, over 5400 fire departments have received over $380 million to
support
their role as first responders in the neighborhoods and communities
they serve
as firefighters. The Assistance for Firefighters Grant Program is
administered
by the U.S. Fire Administration (USFA), part of the Federal Emergency
Management Agency (FEMA), and assists rural, urban and suburban fire
departments throughout the United States. These funds are used by the
nation's
firefighters to increase the effectiveness of firefighting operations,
firefighter health and safety programs, new fire apparatus, emergency
medical
service programs, fire prevention and safety programs. Eligible
applicants for
the Assistance to Firefighters Grant Program are limited to fire
departments of
a state, defined as an agency or organization that has a formally
recognized
arrangement with a state, local or tribal authority (city, county,
parish, fire
district, township, town or other governing body) to provide fire
suppression
to a population within a fixed geographical area. According to the
Fiscal Year
2003 Award Recipients Report, 84.35 percent of the total grant went to
the Fire
Operations and Firefighter Safety program, 12.35 percent to the
Firefighting
Vehicle program, 2.64 percent to the Fire Prevention program and 0.66
percent
of the total grant to the Emergency Medical Services program by
November 6,
2003. From the same report, The top12 States (Pennsylvania, New York,
Texas,
Illinois, California, Montana, Alabama, Ohio, Tennessee, Minnesota,
Wisconsin
and Washington) received approx 50% of the total grant. These grants
were
mainly for the Fire Operations and Firefighter Safety program and the
Firefighting Vehicle program. Pennsylvania was awarded the max grants
(=$27,501,735 (=7.49% of the total grant)) and over 84 percent of the
fire
grants for Pennsylvania were allocated to the Fire Operations and
Firefighter
Safety program. From the Fiscal Year 2002 Award Recipients Report, over
47% of
the total grants (=$167 million) were shared by the top 12 states as
well.
However, Pennsylvania increased its share over 2% and Minnesota,
Wisconsin and
Washington became the part of the top12 States instead of North
Carolina,
Florida and Louisiana.
