Report on the Lessons Learned Information Sharing (LLIS.gov) website sponsored by the Memorial Institute for the Prevention of Terrorism (MIPT)

Lessons Learned Information Sharing (LLIS.gov) was developed by the National Memorial Institute for the Prevention of Terrorism (MIPT) in Oklahoma City, in conjunction with the Department of Homeland Security's (DHS) Office of State and Local Government Coordination and Preparedness (SLGCP).  It is the national network of Lessons Learned and Best Practices for emergency response providers and homeland security officials to prevent, prepare for, respond to, and recover from acts of terrorism.  This site contains an extensive catalog of after-action reports from exercises and actual incidents, and an updated list of homeland security exercises, event, and conferences.  The lessons learned and best practices are peer-validated by homeland security professionals.  This site provides users with a directory of responders and homeland security officials with their contact information.

 

MIPT was established after the April 1995 bombing of the Murrah federal building in Oklahoma City and is funded through SLGCP.  MIPT is a non-profit institution dedicated to preventing terrorism on US soil or mitigating its effects, by sponsoring research on procedures, training, and equipment to help prevent, prepare for, respond to, and recover from acts of terrorism.  An integral part of MIPT is outreach.  The intended audiences range among emergency responders, policymakers and the public.  MIPT held its first major conference on terrorism on April 19, 2000.  The events of September 11, 2001 have reinforced MIPT's original obligation to all emergency response and homeland security professionals.

 

The LLIS.gov website posts new Lessons Learned, Best Practices, and Good Stories to the system on a regular basis.  They also post on the site after-action reports, conferences, and a message board.  In order to access Lessons Learned Information Sharing, you must be an emergency response provider or homeland security official at the local, state, or federal level.  If you meet these eligibility requirements, you can request access to the system.  The information on LLIS.gov is considered sensitive but unclassified.  The site is not a commercial website and therefore does not provide purchasable documents or materials. They may provide external weblinks to commercial websites and products, but these links are not officially endorsed by or associated with LLIS.gov, MIPT, or DHS.
